Rules of Engagement Kept Marines Out of Tripoli, Benghazi in Libya Paul Mirengoff at Powerline reported that the Marine Corps issued a statement on Thursday confirming that prior to the September 11 murder of Ambassador Stevens and three other Americans in Benghazi, Libya, no Marines were stationed in Libya, either at the United States mission in Benghazi or the United States embassy in Tripoli. The Marine Corps has issued a statement regarding its involvement in the recent actions in Egypt and Libya. .. In Libya, the Corps says that no Marines are stationed at the Embassy in Tripoli or the Consulate in Benghazi. Security in Libya, such as it existed, apparently was provided by contractors. The Rules of Engagement under which they operated are unclear. Decisions regarding whether to have Marines at particular U.S. embassies and consulates fall to the State Department, according to the Marine Corps statement. In the case of Tripoli, the Corps says there were discussions with the State Department about establishing a detachment at the embasssy in Tripoli, a new embassy, some time in the next five years. That may seem like a long time, but for bureaucrats it is often considered ASAP. The security contingent in Egypt proved to be adequate on the day. According to the Marine Corps, only six of the 2,000 protesters entered the embassy grounds compound, and they were all seized and turned over to local authorities (for better or for worse). Libya, of course, is another matter. Perhaps the State Department will follow the example of the Marines and issue a statement explaining those security arrangements and their breakdown. Captain Kendra Motz, Marine Corps spokesman, told Breitbart News on Friday that she wasn't aware that the Marine Corps had issued a formal statement, but that the information included in the Powerline report was correct. "The Marine Corps does not have any Marines stationed at diplomatic installations in Libya." When asked if she knew of the existence of the document outlining the State Department Rules of Engagement for Libya, she stated: "I don't, and even if I did I couldn't disclose it to you because it puts people at risk." The 50 Marines that were rushed to Libya after the murder of Ambassador Stevens are not permanently stationed at any diplomatic installation in Libya. Update: Breitbart News just received this via email from Marine Corps spokesman Captain Kendra Motz: While the Marine Corps did not "issue a statement," we did respond to queries with the following information: . . . Regarding no Marines at the embassy/consulate in Libya: Embassy security in Tripoli and the consulate in Benghazi fall under the Regional Security Officer with the State Department. The U.S. maintains over 285 diplomatic facilities worldwide. MCESG provides 152 security detachments provide internal security at designated U.S. diplomatic and consular facilities in order to prevent the compromise of classified material vital to the national security of the United States. Perimeter security is the responsibility of the host nation police/security forces. The embassy in Tripoli and the consulate in Benghazi do not have a MCESG detachment. Typically, when a new embassy is established, it takes time to grow a new MCESG detachment. In coordination with the State Department, there was discussion about establishing a detachment in Tripoli sometime in the next five years. Overall, the plan is to grow the number of MCESG detachments worldwide to 173. A FAST platoon deployed to Libya yesterday (12 Sep 12) to provide security for the U.S. Embassy in Tripoli. Established in 1987, FAST platoons provide a limited-duration, expeditionary security force to protect vital naval and national assets. FAST companies maintain forward-deployed platoons at various naval commands around the globe and possess U.S.-based alert forces capable of rapidly responding to unforeseen contingencies worldwide. FAST is not designed to provide a permanent security force for installations. FAST platoons are primarily designed to conduct defensive combat operations, military security operations, and rear area security operations in response to approved requests in support of geographic combatant and fleet commanders. When deployed to reinforce embassies with existing MCESG detachments, FAST platoons will customarily provide an outer cordon of security inside the embassy compound, while MCESG Marines maintain security of the chancery proper, and host nation police/security forces provide an outer cordon of security beyond embassy grounds. Regarding ROE [Rules of Engagement]: The Marine Corps does not establish ROE for MCESG detachments or other embassy security forces; that is the responsibility of the State Department and/or operational commanders depending on the command relationship. Regardless, ROE are classified and release of that information would jeopardize the Marines and U.S. interests. Any further inquiry should be directed to the State Department, since Marine security guards report to the ambassador not to a military commander. Captain Kendra N. Regarding imperfectly posted signs, that is, if they're: too small, not on the outside entrance door, wrong language, thumb-tacked to a bulletin board, or buried in a list of other customer conduct standards: If you're carrying OC, and don't see the sign, you can be pretty sure the business will point out the sign to you, and ask you to leave If you're carrying CC, and don't see the sign, or conveniently/accidentally ignore it, you can be pretty sure the business will ignore you too. Everyone gets a little wiggle room, unless you give them a reason not to. Why run off customers that aren't causing trouble? It's kinda like: All guys have a *ick. There's a time and place for showing it off. Most guys keep it zipped up except for special times. Only the guys who feel compelled to show it off in public get asked to leave. You don't want to scare the women and children, even if you are proud of it.
  12. I used to take my son out to the rifle range to shoot, and now he's a Marine. Not only did I get a finder's fee, they're paying for his college, and his housing and food and car payment. And, I don't have to yell at him anymore. They do it for me, and more effectively. Actually, he turned out to be a helluva guy, which I don't tell him often enough. Ruger 10/22 was the first rifle, great choice for the littles. Spouse (who's 4'10") shoots one to this day.

  16. I am amazed at how much Conservative Good Romney was able to accomplish while Governor of Massachusetts. He had a Legislature that was approximately 85 percent Democrat for the whole time of his term. The WHOLE Time! Geez, it was like working behind enemy lines or something. He ended up with balanced budgets and a surplus in spite of all those Liberal Fools out there. Most regular Conservatives would have slit their wrists before putting up with all the crap he got. Anyone who's actually lived in Massachusetts or the other New England States know how brain-dead and enslaved everyone truly is in the People's Republic of Taxachusetts. A lot of them are able to escape over the border into New Hampshire, but a lot of them are stuck in Mass. I'm amazed they every even had a Republican Governor! That's a miracle in itself.

  20. I thought it was hilarious and brilliant and very much on target. He used an "ah shucks - halting old man" delivery to absolutely skewer the empty chair/empty suit Obama. You get to be a guy or gal over a certain age -- 70 or 80 and you can say or do anything you want, pretty much, including great-grandpa pinching pretty girls on the butt or great-grandma flirting with a twenty-something waiter at the restaurant, or asking a grown grandson if his mistress is pregnant or if he ever paid back all the money he embezzled. They know so much about the rest of the family and the way things actually are that they can speak the truth, even the hard truths. They can speak the truth without restraint at family gatherings because they are old now and what are you going to do to them anyway? Usually you can only laugh it off as senility, or a lack of restraint, and it only makes it harder to laugh off when it's True, True, TRUE. The really masterful part of the whole Clint Eastwood Invisible Obama Empty Chair shtick, the part that's infuriating the left is it's TRUE, and that their Bible, Saul Alinsky's Rules for Radicals (read it and weep) says in Rule 5 that the most useful attack is RIDICULE, that it is unanswerable and that you cannot defend against it. And when this RIDICULE is delivered by a smiling, cheerful, perceptive, 82 year old man, an icon of the silver screen, all you can do is laugh nervously and TAKE it. Because it's true and because great-grandpa is saying it. You can't hit great-grandpa off the side of the head with your cane, and you can't yell at him or tell him to shut up. All you can do is choke on your chocolate birthday cake and hide your face behind your napkin.
