Sorry, I missed seeing that there are two lists with different states listed. The only difference I see in the wording between the two lists is the second list includes the wording: "Concealed handgun carry" and "to be issued a Concealed handgun carry permit". Perhaps the two lists are due to Tennessee having two types of handgun permits.
