Is it rusted ? You don't have to use the dummies , just fill it with live rounds; it's just that all will not make it to the bolt before the spring craps out. It will get pretty hard to turn as it fills up.

Very convenient for toting heat when wearing a tie and no jacket with an extra mag or two, not to mention the iPad, sunglasses case, and some cigs, lighter, ect...no gender bending please ; at 6-4 / 240lbs. / people don't stare too long after they hear my deep voice say "I want to play a game".

I believe it originally came with some dummy rounds to get all the live rounds up the mag chute. If you wind the butterfly handle it should make room for rounds in the drum, it's just a large spring.
