And looking at it in this context (a numbers game) I encourage everybody to get a Non Resident Permit or two from the states that offer them. In addition to the Tennessee HCP, of course.

That's true. I'm not crazy about it either, but it is what it is....so why keep wasting time and energy rehashing it ? In 2 years, we'll have a chance to do a little something about it. In 4 years, we'll have a chance to do a lot about it.
