Post editing toolbar issue

For some reason now with my laptop, when I go to post, the editing toolbar shows but nothing on it is active. I can still see the toolbar and all the buttons but everything is "grayed out" with a light blue color. When I log onto another computer it shows up fine so I knows it's a problem with my laptop but I can't figure out a way to correct.

Does anyone know how to correct the problem?

Force the laptop to reload all of the site files.  This article explains how:

Clearing the cache shouldn't be necessary.  Just try a hard refresh of the page, as described inside that.  The method is different per browser and platform, but a Shift  + F5 does it on Chrome.

What I figured out was when I went to post and clicked on the reply box, the cursor was already positioned over the toolbar as it appeared and de-actived the BBCode Mode switch in the far upper left corner of the toolbar.

 

Just click on the "switch" and you should get the complete toolbar "out of the gray" and back to full function.
